Physical Plant and Equipment Levy (PPEL)
The Dubuque Community School District Physical Plant and Equipment Levy (PPEL), was passed for an additional 10 years in a special election on Tuesday, Sept. 13.
The current levy expires on June 30, 2017, and requires approval by voters every 10 years.

What is PPEL?
The Physical Plant and Equipment Levy (PPEL) is a voter-approved levy that serves as one of the primary annual revenue sources for funding school infrastructure and equipment repairs, purchases and improvements. The total tax is $1 per $1,000 of assessed value (67 cents is voter approved and 33 cents is School Board approved).
What types of projects are PPEL funds used for?
Since 2007, the levy has provided over $25 million to the Dubuque Community School District. In 2016-2017, the level will generate $3,785,961 to support critical district infrastructure. These funds have been used to support the following annual projects:
- Maintenance projects such roof repairs/replacements, parking lot repairs/replacements, tuckpointing, sidewalks and small building remodels
- Safety enhancements such as fire alarm systems, security systems and bus lane safety improvements
- Annual bus replacements (with an average of eight buses replaced each year)
- Technology infrastructure enhancements
- District-wide copier replacement
- District-wide vehicle replacement
- Rent for the Hillcrest/Four Oaks programs
- Other district projects as funds are available
